Attributions and Specific Functions

The Ministry of Construction, besides the common functions to all Government Administration entities, has the following attributions and specific functions:

  1. To lead the elaboration, approve and control the application of standards and technical procedures for the activities of geological-engineering research applied to construction; the elaboration of designs for the activities of civil construction and assembly; the civil and industrial assembly; the maintenance and rehabilitation of housing and city planning, and the maintenance of constructions; the exploitation of civil, Industrial, and road constructions, and docking and dredging up works of State interest; the industrial production of hydraulic and asphalt concrete; the production of concrete prefabricated elements, and the production and commercialization of construction products and materials, except cement.

  2. To prepare and propose guidelines for the technical development of the construction sector and the introduction of new technologies, as well as to control its fulfillment within the limits of its activities.

  3. To control that the building systems and the national production of materials and construction products fulfill the in force regulations, evaluating the technical and economical indexes and generalizing the best experiences in the whole sector.

  4. To guide, control and/or participate, as corresponds, in the development of the tasks associated to research, production, elaboration of technical and consumption standards, the design and attainment of production technologies referred to hydraulic and asphalt concrete, prefabricated concrete elements, red and white ceramic and other materials and building products. In the case of cement, it will take part in the research works and in the elaboration of technical standards, and will prepare the standards of consumption and design.

  5. To lead the elaboration and to propose the application of the basic products consumption rates to the construction works financed by the State.

  6. To elaborate, approve and control the corresponding national standards about tendering and projecting processes and other building related works.

  7. To evaluate, register and grant a license to Cuban and foreign juristic and individual persons expecting to act as a contractor, subcontractor, constructor, designer, consultant, project managers, to develop engineering researches, to construct or to participate in the construction of any project or service related to construction in the Republic of Cuba.
