In conformity with the final sixth and seventh regulations in the Decree - Law No. 147, the Ministry of Transportation is the Body in charge of guiding, performing and checking the State and Government policy with regard to land, maritime, river transport, its auxiliary and connected services and, in addition to the common duties to all the bodies of the State Central Administration, it has the specific attributions and duties as follows:
Guiding the policy of the planned development and of the efficient land, maritime and river transport services, as well as internationally in conformity with the rules of the international law.
Defining, classifying and regulating, as far as it is concerned, the standards of operation, control and preservation of the means an other equipment from the different transport services in harmony with the characteristics of the road system, environmental protection and other general features.
Granting, limiting, modifying, suspending or canceling the licenses and permits for any transport service operated by the state and private sector in the whole national territory, and its territorial waters in conformity with the established procedure.
Periodically surveying and reviewing all the means of transport running in the national territory, as well as performing other duties of survey and state control in the transport.
Organizing, regulating, operating and maintaining the suitable services for the safety and aid of the maritime and river navigation.
Regulating the conditions and requirements to drive vehicles in general and of the technical personnel in the cases and systems that were necessary, as well as the issuing, suspension and revocation of the ability licenses and certificates in force.
Standardizing and checking the operation and activities in the ports and railroads, freeways and highways, including the control of the limiting zone of safety.
Determining the standards for the safety of the land transport, of the civil maritime navigation, as well as checking their compliance and issuing the corresponding certificates: Dictating as many measures as necessary to prevent accidents in the different transport systems.
Guiding, within the faculties and competence, the development of the road plans in the country and checking their fulfillment, standardizing and managing the road maintenance.
