Specific Duties Of The Divisions In The Central Apparatus

Division of Railway Safety and Survey

The specific duties of the Division of Railway Safety and Survey are as follows:

1. Performing the Transport State Survey in all the National Railway System, supervising and fostering the observance of the legal provisions and regulations in force, related to the railroad transport and the means for its assurance, as well as those referred to the operation and activities of the rail ways, the equipment, the facilities and other railroad means, the traffic and the operations of loading and unloading, the transportation of passengers and those regarding environmental protection.

2. Supervising, controlling and approving, as to the Railway Safety, the Projects to build Railway Access, as well as regradings to railway works and facilities and equipment. Arranging and issueing the authorization of Road-crossings and Crossings among railway lines.

3. Managing and promoting the State policy on railway safety, on behalf of and representing the Ministry of Transportation.

4. Managing the investigation and analysis of the railway accidents, determining responsibility, suggesting the corresponding preventive measures. Takin part, when so required, in the investigation of other damages and failures related to the Safety of Movement of Trains. Working out the corresponding statistics, as well as the monthly and annual reports on accidents.

5. Studying, preparing and proposing rules and regulations related to the safety of the railway operation and particularly, of the movement of trains and the shunting work.

6. Setting up the technical requirements for railway tracks safety, the factory works, the facilities, the rolling stock and other railway means, as well the special requisites for the transportation of Dangerous Cargoes.

7. Arranging, issueing and checking the Licences for Movement and Shunting Works of the Trains, as well as other Safety Technical Certificates.

8. Working out, setting up and measuring the Psychophysiological parameters determining the capability of the workers engaged in the movement of trains.q

9. Taking part in the studies on the results of the technical and scientifc progress all over the world as to means, technologies and processes meant to improve the safety in the movement of trains, assessing its possible application.
