The specific duties of the Division of Maritime Safety and Survey are as follows:
Advising, within its scope, the top management of the Ministry and those the latter stipulates.
Managing and performing the State Survey of the Sub-system of State Survey in the Maritime Transport Branch, according to the objectives to verify in the different specialties set up by the top level of the Ministry.
Checking and managing the activities which increase the safety of life and of property at sea, as well as the protection of the marine environment against the polluting actions caused by the maritime trade from the vessels.
Dictating and laying down the national and international maritime regulations concerning:
- Safety of the Vessels.
- Shipping safety.
- SSafety of Life at Sea.
- Safety of the Hydrotechnical Works.
- Safety of the Maritime Transport of the Cargoes, especially the grains and dangerous goods, as well as the handling of these latter in port areas.
- Protection of the Marine Environment against the polluting actions caused by the maritime trade from the vessels, and observe the fulfillment of such regulations and other legal provisions and rules in force, regarding the safety of the maritime and river transport.
Acting as competent National Authority in the activities related to the International Maritime Organization concerning the Committees of Maritime Safety and Protection of the Marine Environment, laying down the application of the Maritime Conventions and other international regulations and resolutions.
Proposing and managing the application of the policy and checking the fulfillment of the surveys of the state port control on the vessels under the Cuban flag as a registering state and the vessels under foreign flag as a ruling state of port.
Proposing and managing the application of the policy for the investigation and the accidents at sea, including the determination of responsibility and the proposition of suitable preventive measures and checking their fulfillment, as well as managing and participating in such investigations in conformity with the nature of the accidents.
Proposing and managing the application of the policy to perform the pilotage service concerning the maritime safety and controlling its fulfillment.
Setting up and keeping them updatedm, the regulations concerning the maritime safety to use the ports and their facilities.
Supervising and checking the projects for construction and revamping of the hydrotechnical works concerning the maritime safety and controlling the execution of such works in accordance with the approved projects.
Proposing and managing the application of the policy in respect of the endorsements of titles, certificates of competence and services and other similar documents ensuring the capability to get the jobs of the seafarers.
Offering advice on maritime safety and prevention of marine pollution so as to make, improve and implement the Plans against Disasters.
Guiding, from the methodological viewpoint, the activity of the Districts for Maritime Safety and through the latters the Offices for Port Maritime Safety, as to the tasks inherent to the duties pointed out above and other specific ones set up by the Division.
