Specific Duties Of The Divisions In The Central Apparatus

Division of Maritime and River Transport

The specific duties of the Division of Maritime and River Transport are as follows:

  1. Proposing and managing the application of the state policy on the projection, construction, technical operation, maintenance, repair and strike-off of vessels and maritime and river floating means, their hoisting equipment and auxiliary and related facilities, as well as raw materials and products to be used in the maritime branch.

  2. Proposing and managing the application of the state policy on the technical operation, maintenance, repair and strike-off of ports, hydrotechnical facilities, port technological equipoment, foreign-trade weighbridges and other auxiliary and related facilities, as well as raw materiales and specialized products to be used in the port branch.

  3. Proposing and managing the application of the state policy on the use of the jurisdictional and internal waters for the maritime and river civil navigation.

  4. Proposing and managing the application of the state policy on planned integrated development for the port-maritime activity and their auxiliary equipment and facilities and related services.

  5. Proposing and managing the application of the branch policy and participating in the state policy on the standardization, metrology and quality control for the maritime and port activities and their auxiliary equipment and facilities and related services.

  6. Proposing and managing the application of the state policy for the registering of vessels and floating means, the classification and the insurance against risks and accidents of the same and of the port facilities and their infrastructure, as well as for the needs for personnel and their qualification for the operation of fleets and ports.

  7. Promoting higher levels of standardization, quality, safety, efficiency, use of more advanced and rational means and technologies, application and generalization of inventions, innovations and rationalizations contributing to the technical and economic development of the branch, in accordance with the international commitments and requirements and the best national practice.

  8. Assisting and developing, as a representative of the Ministry of Transportation, the relations and the collaboration with other national and international organizations, such as IMO, UNCTAD and OMC, as well as Bilateral Agreements, in the maritime and port activities, promoting the celebration of scientific and technical events in this branch.

  9. Taking on the secretariat of the IMO (International Maritime Organization) Commission of the Ministry of Transportation.

  10. Acting as a national competent authority in the activities related to the International Maritime Organization, regarding the Committee of Technical Cooperation, establishing the application of the corresponding regulations.

  11. Being the national coordinator for the TRAINMAR program in Cuba, as well as setting up its development policy in the country and managing the activities of its subordinate units.

  12. Granting, changing, renewing, cancelling or suspending the licences and permits for the construction, revamping and operation of works, facilities and means from the maritime and river transport, for the use of coasts and jurisdictional waters in transport activities, as well as for auxiliary, and maritime and river transport related services.
